| Healthy Families of Howard County is a program of Family Service of Howard County. Established in January 1994, the Healthy Families program is for all new parents or parents to be. The goal of Healthy Families is to identify and build on the family strengths and to promote positive child development among infants and children. The program is voluntary, family-centered, home-based and inclusive of all family members. The program has a continuum of services to families in which the family is the primary decision-maker and is designed to meet the unique needs of the family. The in-home service continues from birth until the child is five. There is no fee for this service.
