| The Miss City of Firsts Scholarship Program is a preliminary to the Miss America Scholarship Program. The winner of Miss City of Firsts represents Howard , Tipton, Miami, Cass, Carroll and Clinton counties in the Miss Indiana program, held each June. Scholarships are also awarded to the winner and first runner-up. The winner also promotes a platform of her choosing in the community.
